Under the PM Gati Shakti programme, a total of 101 projects related to ports and shipping have been identified for a total of Rs 608.72 billion for implementation. 13 of these, totalling Rs- 44.23 billion, have been completed.

Gujarat has the most projects of all states, with a total estimated cost of Rs 203.99 billion. Each of the 13 projects in Maharashtra and Andhra Pradesh is expected to cost Rs 99.55 billion and Rs 58.71 billion respectively.

PM Gati Shakti National Master Plan (NMP) is a transformative approach to integrated and holistic planning across ministries/departments involved to improve multimodal connectivity, logistical efficiency, and address critical infrastructure gaps for seamless movement of people and goods, with an emphasis on minimizing disruptions and ensuring timely completion of projects.

The NMP aims to promote the development of multimodal connectivity infrastructure to different economic zones, including the port and shipping sectors.

The Department of Finance has added an additional Rs 50 billion to the "Special Assistance to States for Capital Investment Scheme for 2022-23" for distribution across states as long-term loans without interest to support increased capital expenditure by states for infrastructure development. This additional amount is for PM-Gati Shakti-related expenses.

The Ministry of Ports, Shipping and Waterways has launched a number of initiatives to make doing business easier. Incentives have been issued such as model concession agreements, concessionaire flexibility, new tariff guidelines, etc., which can improve port performance in large ports. Under Prime Minister Gati Shakti, however, there is no planned structure regarding additional incentives for a high-performing port.
