The first test flight took place at Goa's Mopa International Greenfield Airport, overseen by officials from the Directorate General of Civil Aviation (DGCA). The officials used an IndiGo plane that taxied off the runway. GMR Airports subsidiary GMR Goa International Airport built the airport (GGIAL). It is based on a public-private partnership (PPP) model that includes design, construction, financing, operation and transfer (DBFOT).

This airport will be a full-service facility serving both domestic and international passengers and cargo. The airport's services include an integrated passenger terminal building, a cargo terminal, emergency services, flight catering, vehicle parking, reserved services and aircraft refueling infrastructure.
